Most SB 721 inspection reports look intimidating because they're written for legal defensibility, not for decision-making. To get value fast, focus on three things.

  1. Defect classification (what must happen now vs later). Most reports separate findings into buckets like Immediate, 6-month, and Next-cycle (or similar language). Immediate items typically mean restricted access, shoring, or repairs that must begin right away. Six-month and one-year items are usually the ones that drive your insurance conversation.
  2. Structural vs. cosmetic. Cosmetic items are things like hairline stucco cracks or surface wear that don't affect load-bearing capacity. Structural items are anything involving framing, ledger connections, posts, beams, guardrail anchorage, or significant water intrusion that has reached the substrate. Can we phase the work and still satisfy the SB 721 deadline?
