If an SB 721 or SB 326 inspection report flagged your balcony or deck, the underlying issue is almost always the same: water got in somewhere it shouldn't have, and over years it rotted the framing, corroded the fasteners, or both. The repair, then, isn't really a "balcony repair" — it's a waterproofing-system replacement with structural repair underneath.
This guide walks through the three technical decisions that decide the cost and longevity of your San Diego project: what waterproofing system to use (and why Westcoat is the regional default); whether to tear off and rebuild or overlay the existing system (and the three-layer rule); and how slope, flashing, and drainage actually fail, the three details that decide whether the new waterproofing lasts 5 years or 15.
Westcoat — why it's the default for San Diego decks
"We always do Westcoat — it's called Westcoat waterproofing membrane. That's typically what you're going to see on condos and apartments. Sometimes you'll see just wood decks, which is as simple as replacing it with pressure-treated or cedar 2x6s or 2x8s."

Westcoat is a deck-coating system, not a single product. It's a layered build-up of base coat, embedded fabric, intermediate coats, and a UV-resistant top coat that together create a continuous membrane bonded to the deck substrate. It's the dominant system across San Diego County multi-family construction for three reasons:
- It performs in the San Diego microclimate. Coastal salt air, summer UV, and the rare-but-intense winter storms are what break waterproofing here. Westcoat's UV stability and chloride resistance are tuned for it.
- It's repairable, not just replaceable. When a small section fails, the affected area can be cut out and re-coated in place without tearing out the surrounding deck.
- It's specifiable. Almost every San Diego structural engineer and architect knows the system, so there's no extended back-and-forth with the building department over an unfamiliar product.
When comparing systems, the questions that matter are: elongation and crack-bridging (how well the membrane tolerates movement without splitting), UV stability (how it holds up to San Diego sun), repairability (whether small failures can be patched without full tear-off), and substrate compatibility (wood vs. concrete vs. previously coated assemblies). Alternative systems can make sense when the substrate or building details demand it — certain concrete decks, or where sheet membranes are specified, but the non-negotiable is the same: the wall and door flashing transitions must be built correctly, or any system will fail early.
Tear off, or coat over the top? The most expensive decision in the project

The pricing delta between an overlay and a tear-off is enormous. An overlay might be $15–$25 per square foot installed. A tear-off-and-rebuild can run $40–$80 per square foot depending on what's behind the existing system. Here's how the decision gets made.
"Sometimes those inspection reports — the inspector will drill a small hole and put a camera up there and see what the plywood looks like and see what the joist looks like. From that inspection report, you can tell if you need to tear it all off or not."

The three-layer rule. Westcoat (and most deck-coating systems) have a maximum of three coating cycles before they must be torn off. The membrane build-up gets too thick to bond reliably, and the next failure point becomes the membrane-to-membrane interface rather than the membrane-to-substrate interface.
"You can't do more than three layers. So if it's been two layers, you got to tear it all off no matter what."

The slope rule. This is the rule most contractors don't volunteer, because it has the biggest cost implication.
"You have to have a good amount of slope. If you have a small slope, you'll end up finding a little puddle somewhere on your deck. These decks 100% of the time are going to have a door — a sliding glass door that comes out of it. You're going to want at least an inch or two inches from the lip of your door to your deck. If you don't have enough of that room, then you can't reslope it. So you got to tear it all off."

In practice: if there isn't enough clearance from the bottom of the sliding glass door to the deck surface, an overlay would build the deck up, pushing standing water toward the door. The only viable option is tear-off, reframing with slope built in, and a new system on top.
"Best case scenario is, if you do tear it off, then you slope it with your framing. So your framing has slope, and then even the waterproofer puts slope, so you have plenty of slope to get [water] down."

Slope, flashing, and drainage: the three details that decide longevity
Slope. A correctly sloped deck has at least a 1/4" per foot drop away from the building. Slopes under 1/8" per foot pond water; slopes over 3/8" per foot are uncomfortable to stand on.
Flashing. The membrane-to-wall transition is where 80% of long-term failures originate. The flashing details that typically decide whether a deck leaks:
- Wall transition: the membrane must turn up the wall with a termination detail that's mechanically secured and sealed, not just "painted up."
- Counterflashing: where siding or stucco meets the deck, water must be directed out and away, not allowed to run behind the finishes.
- Drip edges: edges must shed water away from the fascia so water doesn't wrap underneath.
- Sliding-glass-door thresholds: the high-risk area. If clearances are wrong or the door transition isn't detailed correctly, water intrusion is almost guaranteed over time.
This is why many "cheap" waterproofing bids fail: they price the coating, but not the details.
Drainage. Scuppers, drains, and edge runoff have to be specified, not improvised — drainage isn't "nice to have," it's the design. Common approaches include edge runoff with drip edges (when slope and door clearances allow), scuppers (common on parapet or guardwall decks), and area drains tied into plumbing (common on certain multi-family configurations). The right choice depends on existing framing, slope, and how water can safely be routed without creating new leak points.
Diagnosing wood rot vs. termite damage vs. water intrusion
When we open a deck assembly, we're usually trying to answer one question: is this a localized repair, or is it systemic? A simple field framework:
- Soft wood + moisture patterning usually points to water intrusion and rot from failed waterproofing or flashing details.
- Soft wood + visible insect evidence (frass, tunnels) suggests termite involvement (common in San Diego), which changes how far we inspect adjacent framing.
- Staining or discoloration only, with firm wood, can be surface moisture that doesn't require structural replacement, but it's still a warning that the membrane details need correction.
- Dark staining around fasteners can indicate corrosion and water pathing; the fix may include fastener replacement and correcting the waterproofing termination.
If uncertainty remains, a borderline structural member for example, it's reasonable to document and, where appropriate, consult the inspector or engineer for confirmation before closing the assembly back up.
How GW handles small rot without a change order
"If we're working in that area, we're going to fix it. We're not going to say too much unless it's a crazy amount of rotting. But if it's like a tiny bit of rotting, I would say some other contractors would stop what they're doing and bill for that and get a change order. Someone like us would like, 'ah, let's just keep it moving, just finish it.'"

This is one of the practical tells of an experienced contractor versus an opportunistic one. Small unexpected rot ($300–$800 of additional work) is handled within the existing scope to keep the project moving. Larger unexpected rot, such as significant joist replacement, ledger repair or larger-than-square-foot framing, is what the contingency line is for, and is handled with a clear, pre-defined unit-cost change order, not a renegotiation. Pricing the unknowns fairly
The fairest way to handle unknowns is to define them before the project starts. Practical options that avoid change-order chaos:
- Unit pricing: a written per-linear-foot or per-square-foot rate for common repairs (joist replacement, plywood replacement, and so on).
- Defined contingency: a fixed percentage held for hidden damage, with a written approval process.
- Pre-bid intrusive testing: if the report recommends it, doing targeted openings before bids often reduces the unknowns line by more than it costs.
Whichever model you use, the key is the same: when hidden damage is found, the contractor documents it, prices it using the pre-agreed method, and gets written approval before proceeding.
Frequently asked questions
How long should a new Westcoat deck last in San Diego?
Properly installed and maintained, a high-quality membrane system can last multiple inspection cycles. The big difference-maker is maintenance: periodic re-coats and inspections catch small failures before water gets into the framing. Without that maintenance, many systems fail early even if the original install was fine.
Can Westcoat be installed over concrete?
Yes, and prep is different from wood. Concrete substrates often require different primers, crack treatment, and moisture considerations. A good contractor will explain the prep steps and why they matter, because failures on concrete are usually prep failures.
What's the cure time before residents can walk on a new deck?
Cure times vary by system and weather. Expect a staged return to use: light foot traffic first, full use after final cure. Your contractor should give a written schedule per phase so residents know when they can safely use the area.
Do we need to replace the railings when we replace the deck system?
It depends on anchorage. If rail posts penetrate the membrane and aren't detailed correctly, they become leak points. Many projects don't require full railing replacement, but they do require correct waterproofing at rail penetrations, and sometimes replacement if the existing rail system is unsafe or incompatible with the new membrane.
